Producers can benefit as a seller or a buyer in the market. Streamflow buyers can benefit by buying seasonal permissions for the purpose of increasing streamflow to the river. The participation of streamflow buyers increases the opportunities that producers have to sell through the Program if the price is right for them.
There are no costs or fees associated with participating at this time (although an administrative cost may be added in the future), and participation is completely voluntary. The Program creates opportunities for producers to rent their rights by selling to prospective buyers a seasonal permission to use groundwater strictly for the upcoming growing season as long as it makes financial sense for both parties.
|SELLERS||Producers holding water rights they do not need for an upcoming season can bid to convey seasonal permissions to use groundwater to a willing buyer for the upcoming growing season only.|
|BUYERS||Producers looking to buy a seasonal permission from a willing seller for an upcoming season can bid to use the groundwater.|
|STREAMFLOW BUYERS||A non‐profit organization or governmental entity can bid to remove groundwater from use for the upcoming growing season for the purpose of increasing streamflow.|
In this way, the Program will generate benefits by allocating seasonal permissions for groundwater use on a temporary basis for the upcoming growing season to those who value them the most.
